I agree with these comparisons. I think it has to do with their eyes and round noses. Another female with similar features is Robin Wright (formerly Penn).
You could cast these women in a family-ensemble movie, and it would be believable:
Jessica Lange (57) and Radha (35)as mother and daughter
Emmanuelle Seigner (41)and Robin Wright(41) as Lange's sisters and Radha's aunts. Their looks would be convincing, though Seigner probably has an accent.
All four women aren't beautiful in the traditional sense. Although they aren't classic beauties, they are very attractive and watchable because they are usually given meaty roles as strong women. -

I totally agree with the Jessica Lange comparison. I actually came on here to see if she was related to her. Part of it is the looks, but her diction and the tone of her voice is very much alike a young Jessica Lange's.

Besides the fact that beauty is obviously very subjective
besides that, I still don't see how Radha Mitchell and Emmanuelle Seigner are not classical beauties. I think they both look stunning, and I think especially Seigner comes pretty close to the definition of a classic (French) beauty. She frequently gets cast as the stunning "mysterious" or "femme fatale" type, and for good reason. If you would cast here in a remake/tribute to a 40's/50's black and white movie, I think it would be hard to tell it apart from the real thing.
Anyway, I agree with the original poster that Mitchell and Seigner are pretty close look-a-likes. All the time watching 'Surrogates' and looking at Mitchell's profile picture, I was thinking, what do I know I her from? I now realise I was probably thinking of Seigner.
What I don't really see is the resemblance to Jessica Lange or Robin Wright, besides the fact that they have blonde hair. -

When I was watching 'The Children of Huang Shi', I was completely convinced Radha Mitchell's character was played by Diane Kruger (Wicker Park, National Treasure).
