Biden just didn't want to do any more work on his last day. Can't blame him.
Trump has only spoken about an extension for them to sell, but it sounds like he won't have the power to do it unless someone comes out saying they are ready to buy tiktok immediately.

Even if Trump decides to tell his admin not to enforce it, I doubt American ISPs and app stores will just openly break the law by allowing the app access to their services. I don't think it's coming back anytime soon.

Still though, what you said is a good point. A mercurial promise from the POTUS probably shouldn’t be trusted over an act of Congress. A law is a law whether it’s enforced or not.
