Buffy the Vampire Slayer was first broadcast in 1997, so a lot of the cast members on that show were people in their early twenties who were born in the 1970's.
You've seen Guy Standeven in something because the man was in everything.

Yeah. It seems like it was just yesterday that she was playing a teenage witch in Buffy, and inserting Symphony hall instruments into her hoo ha. Time sure flies.
