I think she is. Strange that she's not listed in the credits. She was pretty creepy in Torchwood & will be in the season finale next Friday, according to the previews. Made ya look!

Yes, she is. She was in the last 2 episodes. She is the blonde lady who explains the Miracle to the red headed pr lady, (Lauren Ambrose).
